A bombproof emergency command centre was established on the grounds of a quarry for the commanders of the Elbe Higher Section of the SS, which controlled the SS and police units in Saxony, Thuringia, Silesia, the Sudeten district and other areas.
After the offices at Devrientstraße 2 were destroyed in the night of 13-14 February, the commander of the Elbe Higher Section of the SS and the police moved with his staff to a bunker on the edge of the Dresden Heide (heath). It was probably from there that a dramatic situation report was sent to the Reich Leader of the SS in Berlin on 15 February 1945.
One month later the commander of the Elbe Higher Section of the SS and the police was also responsible for the official report on the effects of the air raids. The meticulous final report of 15 March 1945 and the following annexes provided a detailed list of the severe damage caused to buildings and facilities and reported on the more than 20,000 dead recovered by the end of March 1945.
